FW Inc. names TCC Chancellor LeBlanc to Top 500 Most Influential

FORT WORTH, Texas — Tarrant County College Chancellor and CEO Elva LeBlanc is one of the 500 most influential North Texans (education category) in Fort Worth Inc. selections published in the magazine’s summer 2025 issue.

“This prestigious mention honors me, and I’m grateful,” she said. “It’s humbling to join such an elite group that brings so much vigor to Fort Worth and North Texas.”

Since taking the reins in 2022 as TCC’s sixth chancellor, Dr. LeBlanc has strengthened the College’s academics, innovation and collaborations. Spring 2025 enrollment is up 8 percent over a year ago, another post-pandemic high, with about 47,000 students across six campuses.

This surpasses many of the nation’s two-year institutions. Approximately 12,500 students are dual enrolled (dual credit and Early College High School).

Delivering on its 60-year promise to educate learners of every age, TCC partnered with an adult high school for individuals 18-50 last fall at the College’s Opportunity Center south of downtown. Eligible New Heights students can concurrently earn a full high school diploma and college-level certification, both tuition free. Demand from prospective students continues to grow.

North of downtown at AllianceTexas, TCC students are training for aerospace work at the Center of Excellence for Aviation, Transportation and Logistics. State-of-the-art classrooms, industry-strong technology and fully operational hangars ensure graduates are job ready on day one. Renovations underway there will help meet the region’s increasing requests for pilots and welders.

“No matter the direction, the TCC impact is everywhere you look,” the chancellor said. “We are the bridge between education and employment, partnering with 1,200-plus North Texas businesses and some 70 four-year institutions to seamlessly usher Trailblazers into high-demand careers or advanced degree programs.”

An independent economic study proves TCC is a catalyst for regional growth and prosperity. Of $2.1 billion annually in added income for the county, $1.7 billion comes from the higher earnings of TCC graduates and the increased productivity of the businesses that employ them.

Most recently, Dr. LeBlanc oversaw the development of Trailblazing Together: 2030, TCC’s five-year strategic plan that aligns resources with educational opportunity and community advancement. The plan emphasizes investment in people and promises a positive return for students, the region and the economy.

In 2024 TCC provided an additional homestead exemption to ease the tax burden on residents, accounting for more than $40 million in reductions. A move to zero-based budgeting in the new fiscal year comes with a laser-focused review of current spending and ensures the College uses its dollars on teaching and learning practices that amplify student achievement — the very reason for TCC’s existence.

This spring the chancellor announced a return to North Texas television, airwaves and roadways with a powerful new advertising/marketing package. Bold Steps. Better Futures. harnesses a certain tenacity and grit at the heart of every TCC Trailblazer.

“We want everyone to understand the role the College plays in uplifting lives and communities, and this multimedia campaign will make sure they do,” she said. “Bold Steps, Better Futures. tells the TCC story and its commitment to educational attainment and economic growth. As we say in the campaign, ‘we’re building a better future for all.’ ”
