FORT WORTH, Texas — Tarrant County College today unveiled a multiyear strategic plan that aims to improve student outcomes and grow the regional economy. New mission, vision and core values — their first update since the school’s founding in 1965 — will guide the path.
Trailblazing Together: 2030 was crafted over six months with insights from students, alumni, employees and community partners. It supports Texas House Bill 8 with its attention to completion, dual credit, workforce development, high-demand careers and four-year school transfers.
“As we celebrate Tarrant County College’s founding 60 years ago, we stand ready to blaze new trails as a premier regional partner, connecting students, educators and employers to achieve remarkable outcomes,” Chancellor Elva LeBlanc said. “Trailblazing Together: 2030 maps the route. Updated mission and vision statements and reimagined core values are the compass.”
TCC trustees enthusiastically endorsed the new mission, vision and values at their September board meetings.
Board President Teresa Ayala: “Our region’s record-breaking job creation and our growing enrollment make the mission crystal clear: Tarrant County College is the guiding star for accessible, high-quality educational experiences that drive lasting impact.
“Our business and industry partners count on TCC for a talent-strong workforce. Our students look to us for the transformative education and training that will secure brighter tomorrows for them and their families.”
TCC’s vision to take the lead in academic excellence, student success and strengthening the economy rises from the ever-changing landscape of higher learning and the College’s longstanding commitment to provide an exceptional education to anyone willing to pursue it.
“It’s no secret that higher education is evolving. The world is changing,” Dr. LeBlanc said. “We must be nimble in our response. With Trailblazing Together: 2030, we’re not just entering the future, we’re creating it.”
Five new core values and five goals and the strategies to accomplish them round out the plan.

“Backing from our trustees and cabinet is the definitive sign of confidence. It proclaims the educational opportunity that only a place like Tarrant County College can deliver. And deliver we will.”
